Together let’s move towards a more "intelligent" tomorrow

Recently, I had the honor to attend the Delphi Dialogues 2024, themed “Democracy and Culture in the age of the posthuman”. I was inspired by the discussion among the guests on the impact of artificial intelligence on human progress and social development. Artificial intelligence is a new field for human development, which has brought great opportunities, but also will come with unpredictable risks and challenges, which require the joint response of the international community. China is an active advocate and practitioner of global governance of artificial intelligence. I would like to take this opportunity to introduce China's efforts in promoting global governance of artificial intelligence to my Greek friends.

In October last year, Chinese President Xi Jinping proposed the "Global Artificial Intelligence Governance Initiative", which systematically outlines China’s proposals on AI governance from three aspects, namely, the development, security and governance of AI. The core components of the Initiative are: We should uphold a people-centered approach in developing AI and adhere to the principle of developing AI for the good of humanity, so that AI is developed in a way that is beneficial to human progress; We should uphold the principles of mutual respect, equality and mutual benefit in AI development, and oppose drawing ideological lines or forming exclusive groups to obstruct other countries from developing AI; We should promote the establishment of a testing and assessment system based on AI risk levels, so as to make AI technologies more secure, reliable, controllable and equitable; We support efforts to develop AI governance frameworks, norms and standards based on broad consensus and with full respect for policies and practices among countries, and support discussions within the United Nations framework to establish an international institution to govern AI; Efforts should be made to conduct international cooperation with and provide assistance to developing countries, to bridge the gap in AI and its governance capacity.

China has always actively embraced the intelligent transformation, vigorously promoted the innovative development of artificial intelligence, attached great importance to the security governance of artificial intelligence, and implemented a series of practical measures. The most recent action was the United Nations General Assembly's unanimous adoption of a resolution on strengthening international cooperation on AI capacity building that was proposed by China and co-sponsored by 143 countries including Greece. As the first United Nations resolution on international cooperation in artificial intelligence capacity building, this resolution fully reflects the core essence of the Global Initiative on Artificial Intelligence Governance and the Global Development Initiative, conforms to the eager expectations of the majority of member states, especially developing countries, and reflects the active support for multilateralism and the United Nations. It is another major measure to practice the concept of a community with a shared future for mankind on the United Nations platform.

On July 4, the 2024 World Artificial Intelligence Conference was held in Shanghai, China, with the theme of "Governing AI for Good and for All". Chinese Premier Li Qiang put forward three suggestions at the conference: First, to deepen innovation cooperation and unleash the dividend of intelligence. Promote joint technological research, cross-border data flow, free trade of equipment and interconnection of facilities, strengthen basic research and talent exchange and cooperation, jointly maintain the security and stability of the industrial chain and supply chain, promote the continuous emergence of innovative achievements, continuous breakthroughs in industrial development, and greater release of intelligent dividends. Second, to promote inclusive development and bridge the digital divide. Work together to create an open, fair and non-discriminatory environment for the development of artificial intelligence, help developing countries strengthen capacity building, promote the inclusiveness of networks, computing power, data, etc., provide low-threshold and low-cost artificial intelligence services for small and medium-sized enterprises and ordinary people, and achieve greater digital inclusion. Third, to strengthen collaborative governance and ensure the benevolence of intelligence. Strengthen the docking and coordination of development strategies, governance rules, technical standards, etc., promote the establishment of an international mechanism with universal participation, form a governance framework and standard specifications with broad consensus, and ensure that the development of artificial intelligence is safe, reliable and controllable, and always in line with the fundamental interests and value standards of mankind.

Artificial intelligence is an extension of human intelligence and the human value system. The profound civilizational heritage of China and Greece provides many ideas for reference in the study of AI ethics, and our two countries can conduct more joint explorations in the construction of AI capabilities.

The future is here, and the wave of artificial intelligence is unstoppable. The Chinese solution provides a constructive solution for the global governance of artificial intelligence. The international community should work together to continuously improve the global governance system, inject new impetus into the healthy development of artificial intelligence, and promote human society towards a more "intelligent" tomorrow.
