On the afternoon of August 19, 2024, Premier Li Qiang of the State Council met with General Secretary of the Communist Party of Viet Nam (CPV) Central Committee and State President To Lam, who is on a state visit to China, at Diaoyutai State Guesthouse in Beijing. Li Qiang said, the two parties and countries share the profound friendship featuring "camaraderie plus brotherhood", and China always regards Vietnam as a priority in its neighborhood diplomacy. General Secretary and President Xi Jinping held talks with To Lam and they reached a series of important common understandings on continuously deepening the building of a China-Viet Nam community with a shared future that carries strategic significance, which provides political guidance for the development of China-Viet Nam relations in the future. China is ready to carry forward the traditional friendship with Viet Nam, deepen mutually beneficial cooperation, and centering on the six overall goals of "greater political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger popular support, closer multilateral coordination and better handling of differences", further deepen the building of a China-Viet Nam community with a shared future for greater benefits of the two peoples. Li Qiang pointed out that China and Viet Nam have close economic and trade ties, strong industry complementarity and broad space for cooperation. China is ready to work with Viet Nam to reach out to each other and help each other succeed and move faster to synergize the Belt and Road Initiative with the Two Corridors and One Economic Circle strategy, enhance connectivity, expand trade and investment, and strengthen cooperation in such areas as agriculture, infrastructure, energy, digital economy, green development and key minerals, so as to upgrade bilateral cooperation. China is ready to work with Viet Nam to ensure the success of a series of activities celebrating the 75th anniversary of the establishment of diplomatic relations next year. Li Qiang said the two countries should deepen people-to-people exchange in areas such as culture, tourism, education and health to promote understanding and amity between the two peoples. The two sides should enhance coordination under multilateral mechanisms such as the United Nations, ASEAN and Lancang-Mekong Cooperation, advance cooperation within the framework of the three major global initiatives, and promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, so as to make greater contributions to regional and global peace and development. To Lam said that Viet Nam has always considered relations with China as a strategic choice and top priority in its foreign policy. He said that Viet Nam adheres firmly to the one-China principle and supports the Global Development Initiative, Global Security Initiative and Global Civilization Initiative put forward by President Xi Jinping. He said Viet Nam is ready to work with China to implement the important common understandings reached between the leaders of the two parties and countries, strengthen exchange at all levels, consolidate political mutual trust, and deepen cooperation in such fields as trade, investment, transportation, tourism, education and at the sub-national level, so as to promote the building of a Viet Nam-China community with a shared future that carries strategic significance.
