On the afternoon of June 28, 2024, President Xi Jinping held talks at the Great Hall of the People in Beijing with President of Peru Dina Ercilia Boluarte Zegarra, who is on a state visit to China. Xi Jinping pointed out that both China and Peru are ancient civilizations with a time-honored friendship. The friendship between the two peoples is deeply rooted in people’s hearts. Peru was one of the first Latin American countries to establish diplomatic relations and a comprehensive strategic partnership with the People’s Republic of China. It is also the first Latin American country to sign a package of free trade agreements with China. In recent years, thanks to the joint efforts of both sides, China-Peru cooperation in various fields has yielded fruitful results, and Chinese enterprises have played an important role in Peru’s economic development and the improvement of people’s livelihood through major cooperation projects in Peru. China attaches great importance to developing its relations with Peru, and stands ready to work with Peru to consolidate political mutual trust, deepen practical cooperation, promote mutual learning between civilizations, and enhance multilateral coordination, so as to lift the China-Peru comprehensive strategic partnership to new heights. Xi Jinping stressed that adhering to mutual respect and treating each other as equals is China’s consistent approach to international relations and the fundamental reason why the comprehensive strategic partnership between China and Peru has always maintained a high level of development. China supports Peru in following a development path suited to its national conditions, and stands ready to work with Peru to firmly support each other and unswervingly advance China-Peru friendly cooperation. The two sides should fully leverage the role of the strategic dialogue mechanism on economic cooperation between the two governments, synergize China’s eight major steps to support high-quality Belt and Road cooperation with Peru’s development needs, coordinate and advance cooperation in such fields as mining, energy, manufacturing and agriculture, and expand cooperation in emerging fields such as new energy, digital economy, artificial intelligence and digital healthcare. Xi Jinping said that China welcomes more high-quality Peruvian products to the Chinese market, and expressed the hope that Peru will provide a sound legal and policy environment for Chinese enterprises to invest and engage in long-term cooperation in Peru. Both sides should work together to ensure the timely completion of Chancay Port, establishing it as a new land-sea route between China and Latin America. This will make the “Chancay to Shanghai” route a true path of prosperity, promoting the common development of China and Peru. China is ready to provide more scholarships for young Peruvian students in China and strengthen cooperation in education, culture, tourism, youth, media and other fields to foster more solid public support for the development of bilateral relations. Xi Jinping pointed out that China and Peru are both important emerging markets of the Pacific Rim and important members of the Global South. The two countries should strengthen solidarity and cooperation, jointly promote the common values of humanity, and advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, so as to drive the common development of Global South nations. China actively supports Peru in hosting this year’s APEC Economic Leaders’ Meeting, maintaining the right direction of Asia-Pacific cooperation, and sending a positive signal on building an open Asia-Pacific economy and jointly promoting world economic growth. China attaches great importance to the development of its relations with Latin America and the Caribbean (LAC), and is ready to work with Peru and other Latin American and Caribbean countries to promote overall cooperation between China and Latin America and the Caribbean and build a China-LAC community with a shared future. Dina Ercilia Boluarte Zegarra said that it is a great honor to lead key ministers of the cabinet and representatives of the business community on a visit to China. Both Peru and China are ancient civilizations in the world, and the Chinese have made important contributions to Peru’s national development in history. In recent years, bilateral exchanges and cooperation in political, economic, trade, cultural, and other fields have yielded fruitful results. In particular, the investment and cooperation of Chinese enterprises in Peru has not only created a large number of jobs for Peru, but also brought advanced technology and experience. Dina Ercilia Boluarte Zegarra said, during their two-day visit to Shenzhen, Shanghai, Suzhou and other places, they personally experienced China’s rapid development and scientific and technological progress, and explored many areas for future cooperation. Peru sincerely admires China’s great achievements and hopes to learn from China’s successful experience and help Peru better achieve its own development by further expanding and deepening practical cooperation between the two countries. More Chinese enterprises are welcome to invest in Peru and strengthen cooperation in infrastructure, green development, clean energy, and other fields. Peru looks forward to working with China to complete the Chancay Port project as scheduled to better benefit the two peoples. Since the establishment of diplomatic relations between the two countries in 1971, the Peruvian government has always pursued the one-China policy, and Peru will continue to firmly abide by the one-China principle. Peru supports the global initiatives proposed by President Xi Jinping and is willing to strengthen communication and cooperation with China within multilateral frameworks such as the United Nations and APEC, jointly safeguard multilateralism and promote an open world economy. After the talks, the two heads of state jointly witnessed the signing of the Joint Action Plan between the Government of the People’s Republic of China and the Government of the Republic of Peru (2024-2029), as well as multiple bilateral cooperation documents in such fields as economic and trade cooperation, digital economy, scientific and technological innovation, inspection and quarantine, and news media. The two sides announced the substantive completion of negotiations on upgrading their free-trade agreement. Prior to the talks, Xi Jinping held a welcoming ceremony for Dina Ercilia Boluarte Zegarra at the square outside the east gate of the Great Hall of the People. Upon Dina Ercilia Boluarte Zegarra’s arrival, honor guards lined up in salutation. As the two heads of state stepped onto the stand, the military band played the national anthems of China and Peru, and a 21-gun salute was fired at Tian’anmen Square. Accompanied by Xi Jinping, Dina Ercilia Boluarte Zegarra reviewed the guard of honor of the People’s Liberation Army and watched the march-past. In the evening, Xi Jinping held a welcoming banquet for Dina Ercilia Boluarte Zegarra at the Golden Hall of the Great Hall of the People. Wang Yi was present at the above activities. |
